FleetCollect, a trucking-compliance software platform based in Carson, California, has launched a nationwide service offering on-demand DOT drug and alcohol tests for $60 per test and a random-testing consortium for as low as $8 per driver a month. The services are available to owner-operators and small fleets in all 50 U.S. states, addressing a common pain point in the trucking industry where compliance testing is often fragmented and costly.

For most small carriers, DOT testing involves coordinating separate collection sites, laboratories, and Medical Review Officers (MROs), while joining a random-testing pool requires navigating opaque pricing and selection practices. Under 49 CFR Part 382, CDL drivers must participate in a DOT drug and alcohol testing program, and owner-operators who drive their own trucks must join a consortium for random testing. FleetCollect’s launch streamlines both scenarios, allowing carriers to order a single test without committing to a membership or enroll in a standing random pool.

The on-demand testing option covers pre-employment, post-accident, and other one-off DOT tests. Carriers can order a test through FleetCollect for $60, and the company schedules the collection at a nearby site from a national network of more than 19,000 collection points, routes the specimen to a SAMHSA-certified laboratory, and delivers MRO-verified results. No enrollment or subscription is required for this service.

For carriers subject to ongoing random-testing requirements, FleetCollect operates a DOT drug and alcohol testing consortium priced at $8 per driver a month for single-truck operators, or $80 per driver a year, with per-driver pricing dropping to as low as $2 a month for larger fleets. Enrolled drivers are selected for unannounced testing at the FMCSA minimum annual rates of 50 percent for drugs and 10 percent for alcohol. When selected, drivers receive a text message with a pass to a nearby collection site, and carriers are notified with documentation for audit purposes.

Both offerings include end-to-end handling of collection, laboratory analysis, and MRO review. Consortium members also receive Designated Employer Representative (DER) sign-off support, ensuring required employer actions are documented. Additionally, FleetCollect is registered with the FMCSA Clearinghouse as a C/TPA, and the consortium includes FMCSA Drug & Alcohol Clearinghouse queries for pre-employment and annual checks.

“Most owner-operators don’t wake up wanting a consortium — they wake up needing a test,” said Herman Armstrong, founder of FleetCollect. “So we built testing the way a small carrier actually buys it: order the single test you need today, and if you’re required to be in a random pool, the consortium is right there on the same account. Either way, collection, lab, and MRO review are handled.” Armstrong added that random-testing programs have been a “black box” for small fleets, and FleetCollect aims to bring transparency with published selection rates, processes, and pricing.

The new testing products join FleetCollect’s existing compliance tools, which include IFTA fuel tax tracking via its iPhone app and DOT Driver Qualification File (DQF) management under 49 CFR Part 391. Carriers can order a test or enroll at fleetcollect.net.
